How it works
The Project Blue Circle
In one sentence: LAPD supplies the officers and the trust they carry. Project Blue supplies the programs, partners, funding, and infrastructure that convert that trust into outcomes at no structural cost to the Department.

What We’re Building Next
(2026–2027)
- Intake & referral strategy: A strategic intake plan with response-time standards so no officer referral goes unanswered.
- Emergency housing network: 2–3 hotel and shelter partnerships in every division we serve, with LAPD as the safety anchor.
- Mental health capacity: An on-call panel of 5–10 providers for rapid connection.
- Systems alignment: Formal alignment with the Office of Violence Prevention and city resources officers previously could not activate.
- Officer recognition: Complement LAPD training with Circle-based practice, and issue officer
commendations to command staff for every closed case, continuously reinforcing on-the-ground officers.
